At present, Intranet is aggressively being introduced in the business, as a tool for information management. However, numerous functions and moreover the expensive environment, occur and actually one which is satisfied isn't always provided in the expense vs. the effect. This study was multi-purposed as it was possible to appropriately introduce only the function which is necessary to solve such a problem and it studied and developed building of an Intranet environment with small and medium enterprise turning small scale and low cost. It tried to utilize Web and a CGI concretely, not to use a shareware as far as it was possible to realize only the necessary functions. The CGI or freeware for the Internet must be considered from the aspect of security. However, because users are also limited in the small-scale Intranet, the cost of the introduction and that it was ease of use are considered more than the security.
